The Latics rate him and a loan deal could suit either club.
Smith extended his contract with Wigan by a further year last month.
The midfielder made his home team debut last season when he won the first round of the Carabao Cup in Hull City.
He also made his home debut at DW Stadium in the second round win over Bolton Wanderers.
Smith might not be the only player on the way out the door at Wigan.
Will Keane is at the center of a three-way transfer battle between Championship clubs Watford, QPR and Sheffield United.
The Wigan striker was the top scorer in League One with 26 goals last season as the Latics returned to the second tier of English football as champions.
Keane, who is valued at £1million and has a year left on his contract, has also attracted interest from Belgium side Club Brugge.
