To his supporters, he is a Russian patriot who brought peace to a war-ravaged region and ensured unprecedented reconstruction and postwar reconstruction.

To his enemies, he is a renegade rebel who has made Chechnya his personal fiefdom, where Russian law does not apply, and who has used terror and murder to target not only the separatist Islamist insurgency, but also political rivals, human rights activists and domestic ones Dissenters.
