And he has given his celebrity boxing rival just seven days to return a signed contract.
But Hall of Famer Warren says that’s plenty of time to get a deal across the line.
He said on talkSPORT: “It will probably be late February or March.
“The reason it didn’t work out [before]the contracts are all signed because of the problems he has with US immigration.
“We’re all over that now. Jake is ready to come over here and we need to close the deal in the next week or so.”
Twice the famous boxing foes have signed to fight but both times Fury, 23, has been withdrawn.
He suffered a rib injury last December and was then pulled out on the rehashed date in August due to a US visa issue that is still ongoing.
Paul, 25, was a special guest commentator at the Coca-Cola Arena when Fury boxed the late stand-in Rolly Lambert in an exhibition.

The American ranted from ringside and the two later clashed post-fight, with safety having to hold them back as their rivalry reached new heights.
Fury’s father and trainer John later claimed he shook hands with Paul’s manager Nakisa Bidarian in a fight in February.
And the YouTuber-turned-6-0 boxer insisted he had no problem crossing enemy territory to finally get the fight started.
He tweeted: “I agree fighting Tommy in February in Manchester or London.
“I will come to his country, run no more. His baby is due then and you said it’s no problem.
“Since John firmly believes we’ve come to an agreement, I’ll give you seven days to produce a contract signed by Tommy or I’ll move on.”
Paul’s Most Valuable Promotions Company announced they will pay her husband while Warren takes care of Fury’s finances.
MVP wrote: “John Fury has asked for February. Jake Paul agreed.
“All that’s needed now is Frank Warren getting Tommy Fury to sign. MVP pays Jake Paul and Frank Warren pays Tommy Fury.”
