A SOCIAL Services boss responsible for the failures quit his £121,000-a-year job a week before the little star Hobson’s killer was brought to trial.
Mark Douglas is Bradford’s third director of children’s services to depart in as many years.
The Hobson star was tortured by badass mother Frankie Smith, 20 and 28 years old self-proclaimed ‘number one psychopath’ Savannah Brockhill.
Smith is today found guilty of causing or allowing the death of a child, while her former partner Brockhill is found guilty of murder.
Mr Douglas has been heavily criticized for not making urgent changes after an Ofsted report found “some children are at risk of serious harm”.
But he abruptly resigned on October 15 – a week before Brockhill and Smith go to court – blaming “Covid challenges”.
He says it’s the right time for him to find another role – even though he’s still not working.
His department’s fatal failures were exposed at Bradford Crown Court just days later.
A council source told The Sun: “The children’s department in Bradford has been messy for years, at least since 2014.
“They just can’t hire experienced social workers or keep existing ones, they operate at a rudimentary level and that exposes some of the children.
“Some funding was agreed under Mark Douglas but it was just not enough to fix the problem, in fact, it didn’t even come close.
“Anyone who follows him into this job on a full-time basis will face a hell of a mission.”
His resignation comes after the government appointed a commissioner to carry out an investigation into the “slow rate of change” after ratings were “insufficient”.
Watchdogs said services for children in the city had “rapidly deteriorated” since the April 2017 inspection.
Many children fell into crisis at the same time they lost “a significant number of experienced managers and social workers”.
It led to a dramatic increase in agency and short-term staff appointments.
Brockhill inflicted a series of horrifying injuries on Star’s tiny body, including broken bones, a broken 12cm skull and numerous bruises.
Desperate family and friends took photos and videos in the hope that the 16-month-old’s suffering would be brought to an end by social services.
The couple waited 15 minutes before calling for help after the deadly attack and instead Googled for “infant shock” and “how to get a baby out of shock”.
Star died in hospital from blood loss after the inferior vena cava – the largest vein in the body – was torn.
Medics said her injuries are usually seen only in car crash victims and are caused by “punches, kicks or stamps”.
This kind girl also suffered a severe skull fracture and several other fractures in her tibia and rib that led to the deadly attack in Keighley, West Yorks.
Star’s death comes just months after Arthur Labinjo-Hughes was tortured to death by his stepmother Emma Tustin and father Thomas Hughes.
Boris Johnson is now vows to bring about a new “Arthur’s Law” so evil child killers will die behind bars.
The Prime Minister told The Sun: “Whoever planned then carried out the murder of a child will never be released from prison.
“So we are strengthening the law to make lifetime orders the starting point for such heinous crimes.”
Smith and Brockhill will be sentenced tomorrow.
