Police officers confirmed several people were dead and one suspect was arrested after the shooting, CBC reports.
Residents were woken up by an emergency alert sent to their cellphones, warning them to stay away from downtown.
Police issued the alert around 6:15 a.m. local time and reported “multiple shootings.”
The alert described the suspect as a white male with dark hair.

The suspected shooter was said to be wearing brown overalls and a blue and green camouflage T-shirt with a red logo on the right sleeve.
The notice said it was linked to a white car, but didn’t say if police identified a make or model.
Police later confirmed they had been arrested as suspects as the sun rose over the shocked city.
Police said the victims were homeless, and detectives believe the attack was a targeted killing spree.
Sergeant Rebecca Parslow said: “We have a male suspect in custody.
“However, we are ruling out all other outstanding individuals before ending the emergency alert.”
Parslow said several people were killed – but did not confirm how many.
Langley Royal Canadian Mounted Police tweeted: “Due to the recent police incident, please avoid downtown core Langley City around 200 Street and the Langley Bypass in Langley Township.
“People are asked to stay away from the area until further notice.”
