Candy has promised fans to join the club if he is successful, while also saying he will redevelop Stamford Bridge.
But whether Abramovich, whose assets have been frozen, will accept his bid remains in his hands.
Abramovich, who has been banned by the Premier League as a director, cannot make a dime from the sale of the outfit in West London.
However, he is still the key decision-maker in deciding who will become Chelsea’s next owner.
Speaking to SunSport, Candy said: “Although it’s a sanctioned club, Roman gets to decide where it goes.
“People may not like it, but it’s his club – it’s sanctioned – but it’s his club.”
He added: “All I care about first of all is, whoever ends up with the club has to put the fans first and center and the fan-led review needs to be.” must be passed on the best of principles and that Chelsea has a chance to become the gold standard of that.
“The second is that I think football clubs owned only by someone like the Glazers are a bad model, and not just for the fans, but for the club.

“If you can have the best investor from Africa, India, America, Asia as your platform partner and they use the fans in that part of the world to make money for the club back home, amazing!
“And why can’t we have branches of the club in Korea, Los Angeles or anywhere.
“And Manchester City has probably done the best on the planet of feeder clubs.
“And we have to do that too. That’s because they run it the right way, they’re amazing.”
