Ken is a student at St. John Fisher University in New York and completed his studies abroad at the University of Grenoble Alpes.

According to his parents, his phone last pinged three days later on November 30.

Ken’s father, Kenneth DeLand Sr., told Good Morning America that his son was in “constant communication” with his family prior to his disappearance.

He added, “He reached out to me almost daily, sometimes every other day.”

DeLand told NewsNation Monday that the Privacy Act of 1974, which governs information about individuals in federal records, made it difficult to obtain information about his son.

“The Privacy Act — I understand its intent — but in this particular scenario, if study abroad goes awry and your child goes offline for whatever reason, it really hampers any progress,” DeLand Sr. said.

DeLand Sr. stated that he was unable to match tips about his son with foreign officials for information in exchange.

“I spoke to the embassy this morning. There’s nothing in return, she can’t give me any information,” he said.

“When I have information, I have forwarded it to the embassy and the FBI.”

Grenoble prosecutor Eric Vaillant told NBC: “The young man is said to have told several people that he arrived in France unprepared and was having trouble making friends.”

However, his father insists that Ken told them he was going exploring and did not tell them that he was having the difficulties described by Vaillant.

“During the break he traveled to Italy and he traveled alone. He stayed in hostels and traveled up the coast, down the coast and took a lot of photos,” DeLand Sr. said.

“He had a great time. And it just doesn’t make sense. It doesn’t explain why he would fall off the grid.”

Ken was last seen on security footage of the store on December 3rd.

He wore a red jacket, blue trousers, a scarf, a gray hat and a backpack.

That was also the last time his bank card was used, according to his family, who say records show $8.40 was spent at Decathlon sporting goods store.

Ken is said to have last reached out to his family the day he left for Valence, France.

Why he traveled to the region is unclear.

When he missed class, a program director contacted his parents.

His father told GMA, “Kenny is a friendly, outgoing college student, young man.

“He loves to travel. So this trip was something he was really looking forward to and enjoyed.”

His family has set up a website to help locate their son, whose study abroad program is due to end next week.

It reads, “We fear the worst and want him found.”

A spokesman for AIFS Abroad said: “AIFS joins others who are concerned for its safety and we are working with local law enforcement who have begun a search.

“We have been in contact with Kenneth’s family and university and hope for his speedy and safe return.”

The US State Department told Fox News: “We are aware of reports of a US citizen missing in France.

“When a US citizen goes missing, we work closely with local authorities as they conduct their search efforts and we share information with families wherever we can.”
