Southgate, 52, named an unchanged starting XI from the one that beat Iran 6-2 on Monday.
But this time it was a different story as Harry Kane, Raheem Sterling, Bukayo Saka and co were left frustrated.
Online fans demanded that Phil Foden come on as a substitute, only for the Manchester City star to watch the entire game from the bench.
Southgate instead opted for Marcus Rashford, Jack Grealish and even Jordan Henderson – much to the frustration of fans.
Leading the screams was former England striker Owen.
The 42-year-old, who scored 40 goals for the Three Lions, wrote on Twitter: “Amazing that we’ve fielded 14 players so far but our most talented player is still on the bench.”
Sun columnist Piers Morgan wrote: “FFS…Foden…Foden…Foden…bring the damn Foden.”
While another fan asked: “Does Southgate know Phil Foden is English?”

Another user added: “Pep picks Foden week in and week out, Klopp picks Trento week in and out but don’t worry Southgate knows what he’s doing.”
The England manager explained his substitutions after the game: “We thought it was the right thing to keep the team from the start and then the wingers went on for substitutions with Jack and Marcus ahead of Phil.
“We thought Jack would hold the ball well for us and get us on the field and Marcus’ speed we thought would pose a threat in that last part of the game too.”
He later added: “We didn’t think it was right for Phil in the middle because he doesn’t play for his club there.”
The tie keeps England at the top of Group B with their next game against Wales on Tuesday night.
