But although talks of a new deal have been delayed, the 26-year-old is reportedly keen on staying at his boyhood club.
United are said to be Phillips’ biggest admirers as they struggle to add craft and transplant down the center of the pitch.
But it’s believed Phillips would be uncomfortable leaving Leeds for such fierce rivals.
West Ham had rejected a £50million bid for the 19-cap star in January.

But even as Leeds struggle seven points above the drop zone, Phillips has never indicated he wants to continue.
Now the Mirror says he has told Leeds chairman Andrea Radrizzani that he is happy to extend his contract beyond 2024 at the end of the season.
Talks have been put on hold as it is known Phillips will be moving to a new agent in the summer.
But he will then likely agree to a sizeable pay raise to stay at Elland Road.

And if that deal is cleared it would ruin United’s hopes of pairing him with fellow midfielder Declan Rice for his Three Lions.
In fact, the Red Devils also face a difficult task recruiting Rice.
The Londoner, who is also interested in Chelsea, has indicated he is happy staying in the capital.
And the latest suggestion is that the 23-year-old is ready to stay at West Ham for at least another season.
