A FORMER lottery winner has won $2 million after earning $1 million from a previous ticket in 2021.

Pharris Frank, 41, of Advance, bought his second lottery ticket out of town while he was at a construction site.

The $20 Diamond Dazzler scratch card from the Handy House store in Morehead City netted him $2 million.

Back in July 2021, Frank made his first million dollars with a ticket he bought at a local store in his hometown.

“It’s cool because the first time I won it was two miles from my house and this time it was four and a half hours away,” Frank told the North Carolina Education Lottery.

The jackpot winner added: “What are the odds I’m down there at that exact moment?”

Frank told his friend that he would win the second time.

“It’s crazy because the day before I won, my buddy asked me how it felt to win $1 million,” Frank said.

He added, “I told him I’m going to double it.”

With the money from his first jackpot, Frank paid for his dream marriage to his current wife.

After he won his second lottery, “I called my wife and said, ‘I did it again,'” Frank said.

He plans to use his new winnings for his wife while on vacation.

Frank said he was surprised to learn he’d won the jackpot again, despite telling his friend he would.

“I didn’t know if I was dreaming or not,” he said.

Frank added, “I was just in shock for a while.”

Frank decided to cash out in a lump sum of $1.2 million rather than receive the award as a $100,000 annuity over the next 20 years.

The North Carolina man took home $855,006 after state and federal tax withholdings.
