South Korean Foreign Minister Park Jin said North Korea has now completed preparations for a new nuclear bombing exercise – and only a political decision by the ruler can stop it.

But the top diplomat warned that the North would pay a heavy price if it proceeded after talks with Secretary of State Antony Blinken in Washington, amid fears Kim could launch his seventh nuclear weapons test within days.

Last week, US and South Korean officials merely said that the North was close to completing such preparations and urged Kim to “make the right decision.”

Park said, “If North Korea dares another nuclear test, I think that will only strengthen our deterrence and international sanctions as well.”

“North Korea should change its mind and make the right decision.”

Aside from sanctioning the North, Park did not reveal what the state would suffer or outline how deterrence policies would change.

But Blinken said the US and treaty allies South Korea and Japan may adjust their military stance in response.

He said: “We are in very close contact with our close allies and partners starting with the Republic of Korea – including with Japan and others – to be able to react quickly should the North Koreans proceed with such a test.

“We are preparing for all eventualities in very close coordination with others and stand ready to make both short-term and longer-term adjustments to our military posture.”

He added that “the pressure will be maintained, continued and increased if necessary”.

Both Park and Blinken stressed that the door to no-conditions negotiations remains open to Kim, who was caught holding a cigarette while holding a meeting on Sunday after firing long-range weapons into the sea near South Korea.

But Blinken echoed comments made by numerous US officials in recent days, lamenting that North Korea continues to ignore offers of dialogue.

On Sunday, North Korea appeared to have fired artillery shells at sea, according to the South Korean military, days after Kim called for greater defense capability to deal with outside threats.

Kim, 38, has carried out more rocket launches so far this year than any previous year, in an alarming warning to Seoul and Washington.

Its long-range forward artillery pieces pose a serious security threat to South Korea’s populous metropolitan area, which is only 40 to 30 miles from the northern border.

Earlier this month, North Korea fired eight ballistic missiles simultaneously from multiple locations as Kim boasted that he would “shake the world” with more missile tests.

Analysts have warned Kim could speed up nuclear test plans to distract North Korean people from the catastrophic Covid outbreak.

It comes amid a spate of weapons tests by North Korea this year in what foreign experts say is an attempt to pressure its rivals to ease international sanctions on Pyongyang.

In March, North Korea tested an ICBM that could reach the US mainland, violating a 2018 moratorium on large-scale missile tests.

Meanwhile, US and South Korean officials previously warned of signs of new construction at North Korea’s only nuclear test site, which has been officially closed since 2018.
