Ramsey told Fox News Idaho that police “could be dealing with a violent psychopath who has no known relationship to the victim.”
“Moscow PD is in an almost impossible position,” he added. “They just don’t have the experience to conduct a complex homicide investigation.”
Ramsey commended the small town police department for turning to outside agencies, such as the FBI, for help with the investigation.
It has been over a month since Madison Mogen, Kaylee Goncalves, Xana Kernodle and Ethan Chapin have been found dead and no suspect has been identified.

Investigators said Friday they continue to ask the public for additional help in locating a white 2011-2013 Hyundai Elantra that was seen near the scene at the time of the killings.
The US Sun has contacted the Moscow Police Department to comment on this story.
JonBenét was just six years old when she was found beaten, bound and strangled to death on December 26, 1996 in the basement of her family’s home in Boulder, Colorado.
For nearly 26 years, her death has been shrouded in mystery and wild conspiracies, with no arrests ever made in connection with the case.
In an exclusive sit-down interview with The US Sun, her father John Ramsey, 79, said he believes there was a “huge connection” between his daughter’s murder and a frightening attack perpetrated months later on another young girl who died too the same went to dance school as a slain beauty queen.
The father also criticized “lazy” detectives for failing to investigate what he saw as glaring parallels between the two incidents.
For years, John has fought to have JonBenét’s case removed from the purview of the Boulder Police Department and placed in the hands of another law enforcement agency, be it the local sheriff’s office, the much larger Denver Police Department, or the FBI.
He also recently renewed his pressure on BPD to turn over the DNA evidence they have in the case to a specialized lab with more advanced DNA testing capabilities than the Colorado government currently has available.
To support the push, John wrote a letter to Gov. Jared Polis last month, writing, “I’m 78 now and I know the time for answers is running out.”
The Polis office has confirmed it received the letter, although John told The US Sun he has not received a direct reply.
“We have fought for years to get more DNA testing done. Technology has evolved dramatically over the past 25 years.
“We know for certain that the police originally sent a number of samples from the crime scene to be analyzed for DNA, and five or six of these were sent back without being tested.
“We don’t know why it was cost, maybe they felt they got enough DNA from the three or four things they tested.

“So we’ve been pushing to get this done for a long time, and [BPD] just refuses to do it.”
John Ramsey has also started a Change.org petition, which has garnered 29,000 signatures so far, urging BPD to turn over the evidence.
