THE house of horrors where a pedophile serial killer tortured, raped and murdered girls as young as eight being torn down to make way for a memorial garden.

Marc Dutroux, now 65, kept his kidnapped victims chained in a suburban dungeon after authorities released him in a case that shocked Europe.

Two of his six known victims starved to death after being confined in Dutroux’s soundproof basement in Charleroi, Belgium.

The psychopath is also said to have murdered at least two other girls and sold other children into slavery abroad in a four-year reign of terror – aided by his own wife and other accomplices.

It only ended after police officers rescued two kidnapping victims, aged 12 and 14, who had been held captive in the dungeon.

Bumbling cops had searched the same basement for a lead the year before – but couldn’t find two eight-year-olds hiding behind a bookshelf.

They later starved to death when the pedo was briefly imprisoned for auto theft and was buried in a different house after his release.

The case caused such outrage in Belgium after his arrest in 1996 that at least a third of those named Dutroux changed their name.

Now, more than 25 years later, authorities have begun tearing down the townhouse where the worst of his crimes were committed.

Since 2009, it was boarded up and covered with a mural of a young girl flying a kite on a sand dune.

But the neighbors wanted it gone entirely to erase painful memories.

This week, construction workers removed the colorful mural to the ground in the first phase of the building’s demolition.

In its place will be a memorial to the victims dubbed the “Garden Between Earth and Heaven,” reports say.

The city’s mayor, Paul Magnette, 50, said it was designed to ensure “that we don’t forget, but that we make the memory bearable: for the families of the victims, but also for the people of Charleroi and across the country.”

Dutroux, a juvenile delinquent with a long criminal record, was first imprisoned in 1989 on five counts of sexual assault, including kidnapping and raping a young girl.

He was sentenced to 13 years, but incredibly the Minister of Justice released him after three years for good behavior.

For the next four years, the unemployed electrician made money stealing cars and pimping prostitutes, and spent the money buying up run-down houses.

In one of them he built the cell-like torture dungeon with iron bars and dirty yellow walls.

Rampage

Meanwhile, young girls were missing across the country.

But police failed to properly investigate known pedophile Dutroux, leaving him free to continue his killing spree.

The monster’s own mother even warned the police she thought he had kidnapped one of the girls, but he stayed free.

It is believed that many more victims were targeted by Dutroux’s gang than the six known.

One day in August 1995 he drugged and kidnapped An Marchal, 17, and Eefje Lambrecks, 19, in Ostend.

He took her back to his home in Charleroi, where – because there were two little girls in the dungeon – they were chained to a bed and raped upstairs.

He then buried the teenagers alive under a shed owned by his accomplice Barnard Weinstein – whom he also later murdered.

Two months earlier, in June 1995, eight-year-olds Julie Lejeune and Mélissa Russo were kidnapped in Liège.

Dutroux locked her in his basement and subjected her to abuse for at least six months.

They were still alive when gendarmes searched the basement in December, following a tip from an informant.

Officers thought they heard children’s voices, but Chief Guard René Michaux said it was coming from outside and they failed to look behind the secret bookshelf where the girls were chained.

Dutroux was in prison at the time for stealing a car and his wife, Michelle Martin, visited the home to feed his dogs – but gave no food to the imprisoned girls.

Both youths starved to death days later. When the paedo was freed, he buried her in another house he owned.

“Chamber of Agony”

Two months later, in May 1996, Dutroux kidnapped 12-year-old Sabine Dardenne in Kain.

He held her under torture for 80 days in the Charleroi dungeon – which she dubbed the “Chamber of Agony”.

She later told his trial how he raped her “sweating like an animal” and let her watch TV as a reward.

In August he kidnapped Bertrix the 14-year-old Laetitia Delhez and threw her in the dungeon with Sabine.

Days later, police went to arrest Dutroux, Michelle and other members of the gang – but couldn’t find the girls when they searched the house.

Eventually, the monster collapsed under questioning, giving them details of a secret entrance that allowed them to rescue the victims.

More than half a million Belgians marched in protest when it was revealed that incompetent police had allowed the serial killer to remain free.

The notorious case led to far-reaching reforms.

But there was another twist when Dutroux escaped during a court hearing in 1998 – forcing the nation’s police chief and two ministers to resign.

Finally, in 2004, Dutroux – now known as the Monster of Belgium – was convicted of kidnapping, rape and murder and sentenced to life imprisonment.

He has asked for his release several times, but has been denied parole and remains in prison.

In 2013, his own mother begged authorities to keep him jailed – and warned him not to start killing again.

Estranged wife Michelle Martin, now aged 62, was released halfway through her 30-year sentence to live in a convent.
