“With out query, these firms current actual and imminent threats to nationwide safety, and my invoice would restrict their entry to capital and funding. This proposal combats these threats with out making an attempt to beat China by changing into China. I’m dedicated to preserving our free market, capitalist financial rules whereas confronting the nationwide safety challenges we face from the CCP.”

The invoice would increase on an executive order signed in June banning funding in Chinese language firms named by the OFAC, offering the Treasury secretary — who oversees OFAC — with the authority so as to add entities to be sanctioned after consulting with the secretaries of protection and state.

Whereas the chief order bans funding within the listed entities, Barr’s invoice calls on the president to actively sanction the businesses, with the sanctions masking “non-public funding; debt in addition to fairness funding.”
