You must apply for SNAP in the state you live in, and each state has a different application form and process.

The federal government has expanded the program to allow states to participate in the SNAP Restaurant Meal Program (RMP).

The Restaurant Meals Program (RMP) is a state option that allows certain SNAP customers who may not be able to prepare meals for themselves or who do not have permanent housing to store and prepare food to purchase prepared meals from restaurants using enables their SNAP advantages.

Who is eligible to use their SNAP benefits in restaurants?

To be eligible for the restaurant meal program, SNAP customers must be SNAP certified in a state that has an RMP.

All household members must either:

  • Age 60 or older
  • Disabled: receives disability or blindness benefits or receives a disability benefit from a government agency because of what is considered a permanent disability
  • Homeless
  • A spouse of a SNAP customer who is eligible for the RMP

Which states have a SNAP restaurant meal program?

At least seven states are recognized by the United States Department of Agriculture (USDA) as participants in the RMP.

The USDA is the federal agency that operates SNAP.

The following states operate a restaurant meal program:

  • Arizona
  • California
  • Illinois (Cook and Franklin Counties only)
  • Maryland
  • Michigan
  • Rhode Island (Providence and Washington Counties only)
  • Virginia

A restaurant must apply for permission to accept EBT cards.

New York is also introducing a statewide RMP that requires USDA approval.

The Governor of New York signed legislation into law in October 2021, opening the way for eligible SNAP recipients to use their benefits on prepared or hot meals from participating restaurants and delicatessens at reduced prices.

Which restaurants participate in the SNAP Restaurant Meal Program?

Each restaurant must submit an application to their state’s Snap RMP for approval.

The following chains participate in the program in select states:

  • Jamba juice
  • KFC
  • MC Donalds
  • Papa Murphys
  • pop eye
  • Pizza Hut
  • Rally Hamburger

Keep in mind that not all fast food chains accept EBT cards.

Participation varies by location and state.

Each franchise is independently located and/or operated, which means each restaurant needs a permit to be part of the RMP.
