Rockets were thrown from both groups of supporters and fireworks were thrown at Spurs fans.
Riot police had to step in to support the stewards to hold back Marseille fans, some of whom at one point attempted to storm the barricade separating them from their hosts.
The arrests were made for a range of offenses including possession of an assault weapon, brawling, drunkenness and misdemeanor, and drugs.
The traveling fans also tore down the Pride banner in their section, showing Tottenham’s support for lesbian, gay, bisexual and transgender communities.

A statement from the Metropolitan Police said: “Five people were arrested during the Champions League match between Tottenham Hotspur FC and Marseille FC on Wednesday 7 September.
“The arrests were made for a variety of offenses, including assault weapons, beatings, drunkenness and offenses, and drugs; All those arrested are believed to be supporters of the Absence.
“During the game, rockets were thrown several times
“One officer was injured during an arrest and suffered an alleged broken hand.
“There was serious disorder at the end of the game and extra officers were deployed to restore and maintain order.”
Both clubs are likely to face Uefa charges for failing to check their supporters in the coming days.
Uefa’s disciplinary body will review the match report and decide whether to take any action – be it a warning or a fine. The respective previous records of the clubs are taken into account.
Spurs won the game thanks to two late goals from Richarlison.
It was an even fight until Marseille sent off ex-Newcastle defender Chancel Mbemba two minutes into the second half for hacking Son Heung-min.
Bristol Rovers boss Joey Barton was also spotted among the away fans after spending a season on loan at Marseille in 2012.
