The centre-back’s Burnley contract expired following the Clarets’ relegation.
Tarkowski, 29, has also attracted interest from Newcastle and newly promoted Fulham.
But Goodison bosses view him as a key signing and reckon they can strike a deal.
Tarkowski has played 90 minutes in all but four Premier League games this season.
Overall, he has made 219 appearances for Burnley since joining from Brentford in 2016.
Tarkowski was also capped twice by England.
Turf Moor favorite Ben Mee is ready to close the curtain on his 11-year Clarets career.
The 32-year-old club captain ended the season as part of the coaching staff but is now off the contract.
He is believed to have been approached by several Prem clubs to remain in the top flight.

And Burnley – who are still hoping to name Vincent Kompany as their new boss – have reconciled Mee to moving on.
Mee joined Burnley on loan from Manchester City in the summer of 2011 but made a permanent move a year later and has played more than 340 games for the club.
