Fleetwood, managed by Scott Brown, is seeking a loan deal for the teenager.
He joined Everton Academy aged 10 and signed a new three-year deal with the club in the summer.
Cannon has scored nine goals in 13 games for Everton’s under-21 side this season.
Toffees boss Frank Lampard has taken notice and called him up in the first-team squad last week.
Cannon came on as a substitute for the final 16 minutes of Saturday’s 3-0 defeat at Bournemouth.
He also came off the bench in the Carabao Cup defeat to the same opponents midweek.
Lampard said he was “delighted” to make his debut for Cannon on Tuesday.

The gaffer said: “I was delighted to put him on the pitch and if they deserve it the way they play for the under-21s, him and various others then it’s great to have them on the bench, too come and come this first taste.”
