CONVICTED terrorists set up Sharia courts in prisons and flog inmates who flout their strict Muslim code, a report says.
Anti-terrorism czar Sir Jonathan Hall has said jail laggs including Belmarsh and Whitemoor are using their “celebrity” status to try to take over the prison wings.
He said the “charismatic . . . self-proclaimed emirs exercise a controlling and radicalizing influence on the broader Muslim prison population.
Their “enforcers” order Lags to do “menial tasks” like cleaning cells.
Prisoners are barred from showers and kitchens unless they are on a halal diet.
Vulnerable prisoners are showered with gifts in hopes of spreading terror and hatred when they are finally released.
Attempts are being made to create “segregation” between Muslim and non-Muslim lags – and to ban staff from attending Friday prayers.
He said extremists are trying to enforce a strict Muslim code that includes “the use of Sharia courts and punishment, including flogging.”
Accusations of racism, abuse and Islamophobia are leveled against prison staff to “delegitimize” their authority.
Frightened employees often dodge the so-called emirs to maintain “good order”.
Sir Jonathan has been asked to deal with prison extremism following a string of attacks by convicted terrorists.
Among them was jihadist Usman Khan, 28, who stabbed two people at London Bridge in 2019.
He was released after serving half of his 16-year sentence despite plotting to kill associates and allegedly trying to radicalize other lags.
Sir Jonathan said: “For the past decade and a half groups of prisoners . . . have taken an anti-state Islamist stance that condones or encourages violence against non-Muslim prisoners, prison officials and the general public.”
He recommended strengthening teams to detect signs of terrorism and creating a law making committing a terrorist offense in prison a specific crime.
Justice Secretary Dominic Raab vowed to crack down on terrorists who are “poisoning wells” in prisons.
He vowed to tear up the human rights law so public safety trumped the “nonsense of a right to socialize among extremist offenders.”
He said this would allow prison leaders to segregate jihadists in segregation centers — prisons within prisons — to neutralize their influence.
I WILL STOP THE EVIL FROM SPREADING

The terror threat level was raised last year following the killing of Sir David Amess and the attempted bombing of a women’s hospital in Liverpool.
I am responsible for ensuring prisons play their vital role in stopping those who seek to kill and hurt in the name of distorted ideologies.
In our maximum security prisons, we use segregation centers to contain the most dangerous offenders and prevent them from spreading their twisted views.
Armed with flexible interpretations of human rights law, terrorist offenders are bringing lawsuits against these centers, demanding a “right to socialization” in prison.
We will replace the Human Rights Act with a Bill of Rights to curb abuse of the law.
It will help protect measures recommended by the Independent Reviewer of Terror Legislation, Jonathan Hall QC.
First, we will make the referral process for segregation centers more robust.
Second, we will give prison governors more leeway to respond to terrorist risks.
Third, we will strengthen staff training.
And fourthly, we will invest £1.2m to tackle terrorists in prison who should be housed in centres.
The price of freedom is eternal vigilance.
The recent attacks reinforce our resolve to do everything we can to protect the public.
