Despite clubs’ best efforts, deals sometimes run until the window closes.
If a transfer looks set to go on transfer, Premier League clubs are allowed to submit what is known as a deal sheet.
The deal sheet can be presented to officials in the last two hours of the window, allowing it to be sent out from January 21 clock continue.
It allows for a two-hour extension of the submission of official paperwork, allowing clubs who struck a deal in the final hours of the window to ratify their transfer in good time.

Any top-flight club can submit a deal sheet up until 11pm – but not after that, as most transfers are then announced by 1am.
Players who are currently free agents can be signed at ANY Time after the transfer window closes.
All rentals must also be completed by Tuesday, January 31, 11:00 p.m. to 11:00 p.m
The only exception is that under EFL rules, a team may loan a goaltender on an emergency basis provided any stoppers currently in their roster are unavailable due to injury or suspension.
In short, clubs cannot sign a player registered with another club after the deadline when the window closes.
