Gov. Janet Mills is proposing to return part of the state’s budget surplus to taxpayers in the form of $850 in direct payments, according to WGME.

Efforts are now underway to make payments even faster by sending money electronically instead of by paper cheque, where approved.

The proposal has bipartisan support, although some members of the legislature want to further speed things up by using direct deposits.

Historically, Maine has never used direct deposits, and the state’s Department of Administrative and Financial Services says switching to it could cause logistical problems that could potentially delay payments.

“Maine Revenue Services estimates that it has accurate banking information on file for less than half of the estimated 800,000 taxpayers eligible for this relief.”

“This is the primary reason why DAFS currently considers paper checks to be the most reliable method of distribution,” it said in a statement.

The state says it’s still exploring electronic payments as an option.

The proposal must pass the legislature with 2/3 support.

Maine has a budget surplus of $822 million.

gov. Mills originally proposed one-time payments of $500 for an estimated 800,000 taxpayers.

In addition to the one-time payments, Mills proposed funding the state’s employment sector, providing affordable high-speed broadband and free community colleges for those who are eligible.

“While I cannot control the impact of COVID-19 on global markets, I can ensure that we are providing the people of Maine with the resources they need to cope with these rising costs while we build a stronger… build a sustainable economy,” Mills told the address to the state legislature.
